With more than 30 years of experience in healthcare financial leadership, Fred excels in financial transformations and strategic hospital administration. His background ranges from small critical access hospitals to expansive multi-hospital health systems, where he has effectively boosted financial results, fortified revenue cycles, and improved cooperation between finance and clinical departments.
A few of Fred's notable accomplishments:
• Increased hospital’s days cash on hand from under 10 days to over 140 days in 6 months Increased Point of Service Collections by 400%, or 1 Million in one year.
• Decreased Denials significantly recouping over 1 Million in lost revenue.
• Increased collections by 30% in less than one year
As a Certified Public Accountant (CPA) who holds an MBA in Finance from LaSalle University, Fred has a demonstrated history of assisting hospitals in becoming stable and successful. He is dedicated to maintaining financial well-being to ensure that patient care stays the highest priority.
Fred is eager to collaborate with the JCF team and our community to uphold the hospital’s goal of providing compassionate, high-quality care, while helping the district with financial turnaround.

Rachel is a determined and experienced nurse leader, bringing her vast knowledge in patient care management and employee initiatives and training to John C. Fremont.
Rachel joined the team at JCFHD as Senior Director of Patient Care Services where she managed the Emergency Department, Inpatient and Outpatient Services, Cardiopulmonary, Physical Therapy, and Case Management. In this role she was committed to fostering a positive work environment that promotes employee engagement and satisfaction, recognizing that a supported and empowered care team is essential to delivering exceptional patient experiences and outcomes. She then stepped into the interim CNO role and ultimately shifted into the position of Chief Nursing Officer and Chief Administrative Officer for the district.
Rachel possesses a Master of Science in Nursing (Healthcare Administration and Leadership) and a Bachelor of Science in Nursing (Organizational Leadership), as well as an Associate Degree in Nursing from Fresno City College. She is a licensed Registered Nurse in California and holds certifications in BLS, ACLS, PALS, NIHSS, and FEMA. Her leadership and vision continually strive for high-quality care, best practice implementation, and patient satisfaction—all of which the Mariposa community deserves. She is equally committed to supporting and empowering her staff, fostering an environment where team members feel valued, respected, and engaged—understanding that a supported workforce is essential to delivering exceptional patient care.
