Position Summary
The Interim HR Operations & Workforce Analytics Specialist provides advanced operational, analytical, and project support to the Human Resources Department.
This position supports workforce administration, HR data analytics and reporting, data quality, compensation-related record review, and special projects. The Specialist applies District policies, wage-and-hour requirements, and applicable collective bargaining agreement provisions to help ensure workforce records are accurate, consistent, compliant, and appropriately documented.
This role also develops reports, dashboards, workforce metrics, and analytical tools that translate complex workforce information into reliable, decision-useful data for Human Resources and organizational leadership.
The position is assigned to Human Resources and works collaboratively with Payroll and other departments as necessary.

Key Responsibilities
Develop and maintain HR reports, dashboards, scorecards, and workforce metrics related to staffing, headcount, FTE, vacancies, turnover, retention, attendance, overtime, leave, compensation, and other organizational priorities.
Perform data validation, reconciliation, exception testing, and trend analysis to identify data-quality concerns and improve the accuracy and usability of workforce information.
Research and resolve timekeeping and compensation-related discrepancies in coordination with employees, managers, HR, Payroll, and authorized leaders, including validation of personnel and compensation changes, adjustments, and corrections.
Lead or support HR special projects, audits, system implementations, data clean-up initiatives, workforce studies, and policy or collective bargaining agreement operationalization.
Evaluate HR workflows, identify process and control gaps, and develop practical improvements, documentation, job aids, trackers, and standardized processes.
Maintain accurate and confidential HR records while providing professional, solutions-focused support and appropriately escalating matters requiring additional review or authorization.

-Minimum Qualifications
Bachelor's degree in Human Resources, Business Administration, Data Analytics, Public Administration, Healthcare Administration, or a related field; or an equivalent combination of relevant education and progressively responsible experience.
Three (3) years of progressively responsible experience in HR operations, workforce time/pay administration, HRIS, payroll processing, workforce analytics, or a closely related function.
Demonstrated experience interpreting and consistently applying detailed pay rules, policies, contracts, or collective bargaining agreement provisions.
Demonstrated experience developing reports, analyzing workforce or operational data, validating results, and communicating findings to operational or executive stakeholders.
Strong quantitative reasoning and spreadsheet skills, including formulas, lookups, pivot tables, data cleansing, reconciliation, exception analysis, and quality checks.
-Preferred Qualifications
Experience working in a healthcare, public-sector, unionized, or highly regulated environment.
Advanced proficiency with HRIS and timekeeping systems, Microsoft Excel, data visualization tools, report-writing tools, or comparable analytics platforms.
Professional certification or formal training in Human Resources, payroll, data analytics, project management, or process improvement.
Experience supporting complex pay practices, workforce reporting, audits, system implementations, or HR process-improvement initiatives.

Temporary Assignment
This is an interim/temporary position established to support current operational and project needs. The assignment may be extended, revised, concluded, or considered for conversion to a regular position based on District needs, funding, performance, and applicable approval processes.
