Position Summary

Under general direction, the Senior IT Systems Administrator is responsible for the design, management, security, and optimization of the District’s IT systems and network infrastructure. This role plays a critical part in safeguarding healthcare systems from cyber threats while ensuring compliance with HIPAA, CMIA, CMS, CDPH, and other applicable regulatory standards.

This position serves as a technical subject matter expert, providing system-level analysis, advanced troubleshooting, and resolution of complex infrastructure and security issues. The Senior IT Systems Administrator collaborates with clinical, administrative, and IT stakeholders to ensure system reliability, security, and performance, and serves as the final escalation point for high-level technical concerns.

Key Responsibilities

Serve as a senior technical resource and escalation point for complex infrastructure and cybersecurity issues; support planning and continuous improvement of IT systems

Manage and maintain network infrastructure, including routers, switches, firewalls, wireless systems, and VPNs to ensure secure, reliable connectivity

Lead cybersecurity efforts, including threat monitoring, vulnerability management, and incident response, while maintaining compliance with HIPAA, CMIA, and NIST standards

Administer servers, virtual environments, and enterprise applications, ensuring systems are secure, updated, and operating at optimal performance

Support and maintain EMR/EHR systems and clinical applications, ensuring secure data exchange and appropriate user access

Oversee mobile device and endpoint management (MDM), enforcing security policies and configuration standards across devices

Maintain documentation and support compliance efforts, including system configurations, disaster recovery planning, and regulatory audits

Provide advanced technical support and user training, promoting cybersecurity awareness and best practices across the organization

Minimum Qualifications

Bachelor’s degree in Information Technology, Cybersecurity, Computer Science, or closely related field.
(Equivalent combination of education and extensive experience may be considered.)

Minimum 5–8 years of progressively responsible IT systems administration and cybersecurity experience, preferably in a healthcare or regulated environment.

Experience with network infrastructure, server administration, enterprise security tools, and EMR/EHR systems, including clinical integrations.

Preferred Qualifications:

Relevant certifications (e.g., CISSP, CISM, CEH, Security+, Network+, CySA+)

Experience with Microsoft 365 security, Azure AD, and virtualization platforms (VMware, Hyper-V)

Familiarity with hybrid cloud environments, automation tools, and ITIL frameworks
