Clinic Manager - District
The Clinic Manager is a strategic and operational leader responsible for the comprehensive oversight of the Rural Health Clinic and integration of the Telemedicine Service Line. Reporting to the District Director of Clincs and Quality, this position ensures high-quality patient care, staff coordination, and business operations aligned with regulatory requirements and organizational goals.

This role is accountable for managing clinic workflows, optimizing resource utilization, supervising multidisciplinary teams, and improving patient access through both in-person and virtual modalities.

This job description outlines the primary duties and responsibilities of the position. It is not intended to be all-inclusive and may be modified to include other duties as necessary to meet the operational needs of the District.

Key Responsibilities:

1. Business and Operational Oversight

Monitor daily clinic operations, ensuring efficient workflows, effective resource deployment, and adherence to policy and regulatory standards.

Manage operational procedures that improve patient throughput, reduce wait times, and enhance the overall patient experience.

Collaborate with leadership on strategic planning for clinical services, expansion of telehealth, and community outreach.

Assist with vendor relationships, contract services, and procurement of supplies, equipment, and technology platforms to support care delivery.

Maintain accurate operational reporting, including visit volumes, patient satisfaction, provider productivity, and telehealth utilization trends.

Manage emergency preparedness procedures, ensuring business continuity.

Program implementation under the direction of Director of Clinics

2. Financial Management

Participate in the monitoring of the clinic’s annual operating budget

Monitor and control expenditures, ensuring alignment with fiscal targets and optimal use of resources.

Monitor billing workflow processes to ensure accurate coding, documentation, and claims submission.

Monitor and track revenue cycles, productivity metrics, and reimbursement trends to identify gaps and opportunities for improvement.

3. Clinical Coordination & Compliance

Collaborate with medical providers to ensure delivery of high-quality care consistent with regulatory standards and best practices.

Monitor compliance with Rural Health Clinic (RHC), HRSA, CMS, CDPH, OSHA, and HIPAA requirements.

Manage clinic audits and surveys; respond to corrective actions and ensure readiness for regulatory site visits.

Maintain policies and procedures in alignment with organizational and state/federal requirements.

4. Human Resources & Team Leadership

Supervise, mentor, and evaluate clinical and administrative staff, fostering a culture of accountability, collaboration, and professional growth.

Coordinate staff training, credentialing, licensure tracking, and continuing education.

Oversee staffing plans, performance evaluations, employee relations, and timekeeping processes.

Support provider scheduling, onboarding, and integration into clinic workflows.

5. Quality & Patient Experience

Lead quality improvement initiatives in coordination under the direction of the Quality Director.

Monitor performance indicators (e.g., UDS, QIP, HEDIS, patient satisfaction) and implement improvement plans as needed.

Promote a patient-centered environment by supporting timely service delivery, respectful communication, and cultural competence.

6. Telemedicine Program

Oversee operational aspects of the Telemedicine Service Line, including provider training, technology implementation, scheduling protocols, and workflow integration.

Collaborate with IT and clinical teams to ensure secure, efficient, and compliant virtual care delivery.

Monitor telehealth utilization and patient engagement; adjust strategies to meet evolving demand and regulatory changes.

Qualifications:

Bachelor’s degree in Healthcare Administration, Public Health, Nursing, or related field (or equivalent combination of education and experience).

Minimum of three (3) years of experience in a clinical leadership or outpatient operational management role.

Candidates with an active RN license are encouraged to apply; however, strong non-clinical candidates with relevant healthcare leadership experience will also be considered.

Demonstrated knowledge of Rural Health Clinic guidelines, billing practices, and telemedicine regulations.

Proficient in electronic health records (EHR), operational reporting, and workflow optimization.

Exceptional leadership, organizational, and interpersonal communication skills.
